Policy Pulse: July 26, 2024


The Anaheim City Council has unanimously approved the Gypsum Canyon Cemetery Project, which includes a 238-acre veterans and general cemetery in east Anaheim. The plan calls for a public cemetery operated by Orange County Cemetery District on 126 acres and a veterans cemetery on 157 acres operated by the California Department of Veterans Affairs. Construction is expected to start in 2026, and the cemetery could be open for burials by 2027, with additional development over the following decades. The public cemetery will be open Monday through Friday, and the veterans cemetery is expected to hold ceremonial events on Memorial Day and Veterans Day.

 

This decision paves the way for Orange County's first veterans cemetery.

This week UC Irvine hosted a Sustainability Briefing and Tour showcasing cutting-edge research addressing sustainability challenges with Vice Chancellor Sherry Main. UC Irvine is America’s greenest universities to date and continues to lead the way in sustainability practices. During the briefing, Dean James Bullock, Ph.D., highlighted research areas such as clean energy, hydrogen power, and carbon dioxide capture showcasing research endeavors that draw inspiration from nature to create innovative materials for energy conversion and storage.

California State University, Fullerton


Cal State Fullerton achieved a new record by securing nearly $58 million in grants and contracts during the 2023-24 fiscal year, marking the third consecutive year of increased funding. This represents a 25% increase over the previous fiscal year, with significant contributions from various government and private organizations. The university has seen a substantial rise in grants and contracts over the past five years, with a more than 110% increase since the 2018-19 fiscal year. The university credits its strategic efforts to provide professional development opportunities for faculty and staff for this success. The Office of Research and Sponsored Projects also awarded more than $2.1 million to faculty and students for research development and intramural grants, which increased significantly during the year. The university aims to increase extramural and intramural funding over the next five years.

 

City of Costa Mesa

City of Irvine


The City of Irvine has been recognized for the second consecutive year in the Orange County Business Journal for its commitment to Diversity, Equity, and Inclusion (DE&I) in the workplace. Irvine is one of 54 businesses, and the only city, featured in the Journal's annual DE&I special report released today. This recognition highlights businesses that are leading the way in promoting inclusionary efforts. Irvine is acknowledged as one of the most ethnically diverse and fully integrated cities in the country. It embraces and celebrates diversity in all aspects of the community and fosters an environment that represents the many different cultures, backgrounds, and perspectives.

 

SoCalGas


SoCalGas has announced that 29 students in Central and Southern California will receive a total of $314,000 from the SoCalGas Scholarship Program to pursue higher education at various educational institutions. The scholarships range from $1,000 to $5,000, and they are awarded based on academic achievements, community involvement, financial need, and personal statements discussing sustainable energy in California. Since 2001, SoCalGas has awarded over $3.9 million in scholarships to 2,355 students. The company's ASPIRE 2045 Sustainability Strategy includes a $50 million investment over five years to advance diversity and work towards a carbon-neutral future. In addition to providing financial assistance, SoCalGas also offers opportunities for career development and internships to scholarship recipients.

 

CalOptima Health


CalOptima Health is implementing the Provider Workforce Development Initiative, which aims to address the shortages and gaps in Orange County's healthcare workforce. As part of this initiative, CalOptima Health has allocated $50 million over five years to support educational investments, training, recruitment, and retention of health professionals. The initiative includes competitive grant programs, physician recruitment and loan repayment programs, and the formation of a collaborative group. Currently, CalOptima Health is offering up to $5 million in grants for programs focused on the training, retention, and development of healthcare professionals in Orange County.

The application process for these grants opened on July 15, 2024, and close on August 19, 2024.

 

U.S. Department of Transportation


The Department of Transportation has issued a Notice of Funding Opportunity (NOFO) for the Safe Streets and Roads for All (SS4A) program for FY 2024. The program aims to support planning, infrastructure, behavioral, and operational initiatives to prevent road-related fatalities and serious injuries for all roadway users. Eligible applicants for the grant include metropolitan planning organizations, political subdivisions, federally recognized tribal governments, and multijurisdictional groups of these entities. The program makes up to $1,256,687,000 available for FY 2024 grants, with specific funding allocations for implementing projects and strategies and for developing Action Plans. The deadlines for Planning and Demonstration Grant applicants are April 4, 2024, May 16, 2024, and August 29, 2024, all at 5:00 PM (EDT).

 

Bureau of Reclamation


The Department of the Interior's WaterSMART Drought Response Program is offering funding for Drought Resiliency Projects for Fiscal Year 2025 through cooperative agreement grants. The program aims to support projects that increase water supply reliability and address local water conflicts, leveraging both federal and non-federal funding. Eligible applicants include various governmental and non-profit organizations, including city or township governments, Native American tribal governments, and non-profits with a 501(c)(3) status, among others. The closing date for applications is October 7th, 2024. The total program funding is estimated, with an award ceiling of $10,000,000 and an award floor of $25,000.
