In December, Executive Director Kris Murray provided testimony at the South Coast AQMD Stationary Source Committee Meeting, expressing concerns over proposed Rules 1111 and 1121. These regulations, which mandate zero-emission appliances for residential and commercial heating, are projected to cost over $20 billion and raise concerns regarding the scale of the mechanical, electrical, plumbing, and other requirements necessary to comply with retrofits of existing commercial buildings, single family homes and multifamily residential properties, as well as the dramatic cost implications to thousands of families.
ACC-OC, joined by other local agencies and housing advocates, is urging a delay to allow for broader public outreach, comprehensive analysis, and consideration of more practical alternatives. Please find below a template City Letter and Draft Resolution for consideration. Public Hearing is scheduled for May 1, 2025.
For additional information on PAR 1111 & 1121, please visit the AQMD website.
