South Coast Air Quality Management District

The South Coast Air Quality Management District (SCAQMD) will be holding its final Stationary Source Committee hybrid (in-person and Zoom) Meeting of the year at 10:30 AM on Friday, December 20, 2024, which will be the final opportunity for the public to make their voices heard by board members, before the committee votes on Proposed Amended Rules (PARs) 1111 and 1121, two rules that would set NOx emissions limits at zero for residential and commercial space heating and residential water heating. The amended rules will apply to the manufacturing, sales and installation of these appliances – essentially prohibiting the sale and installation of natural gas appliances for these uses.

  • Stationary Source Committee Meeting Link - Access link for agenda (released approximately three days prior to meeting), link to attend remotely and instructions on how to comment.

  • There is an opportunity to provide verbal comments (in person or virtually), three minutes or less.

  • Stationary Source Committee (Larry McCallon – Chair, Holly Mitchell – Vice Chair, Michael Cacciotti, Vanessa Delgado, Veronica Padilla-Campos, José Luis Solache).

Following the SCAQMD’s monthly Governing Board Meeting on November 1, 2024, the board voted (Yes: 9, No: 2, Absent: 2) to delay the December 6, 2024, public hearing for PARs 1111 & 1121 to February 7, 2025, to allow more time to address costs and outreach concerns.

Access to the recording can be found below (item #2 on the agenda, starting at 1:38:00 of 3:27:51 of recording):

Throughout the past few months, the public has had the opportunity to submit comments and attend meetings to make their voices heard about these proposed amendments.

As a result, staff made available second preliminary draft rule language, which shows proposed changes from versions released on September 20, 2024. The revised rule language was discussed at a working group meeting on December 4, 2024.

CalOptima Health

On December 5, 2024, the Illumination Foundation and CalOptima Health celebrated the grand opening of the nation’s first recuperative care center designed specifically for medically vulnerable children and families experiencing homelessness. Located in Santa Ana, this groundbreaking facility provides a safe and supportive environment where families can recover from illness or injury while receiving comprehensive services to address their unique needs.

The center, funded by a $3.5 million grant from CalOptima Health, combines housing assistance, medical care, trauma-informed counseling, and case management to create a holistic approach to healing and stability. Families stay in private rooms within a welcoming community space, fostering recovery and a sense of belonging.

National health experts have lauded this innovative model as a transformative solution to the intertwined challenges of health and homelessness. It sets a precedent for similar programs across the country, offering hope and a pathway to stability for families in crisis.
