ACC-OC Endorses Proposition 36 to Strengthen Drug and Theft Crime Penalties
The Association of California Cities – Orange County (ACC-OC) is pleased to announce its support for Proposition 36, the Drug and Theft Crime Penalties and Treatment-Mandated Felonies Initiative, with a unanimous vote by the Board of Directors. Proposition 36 will appear on the November 5, 2024, ballot and seeks to amend Proposition 47 (2014) by increasing penalties for specific drug and theft crimes, particularly those involving fentanyl, and by introducing treatment mandates for certain felony offenses.
"Proposition 36 is a necessary step toward safeguarding our communities," said ACC-OC President Stephanie Klopfenstein, Councilmember for Garden Grove. "By enhancing penalties for drug and theft crimes and mandating treatment for certain offenses, this measure will help protect our residents, support local businesses, and address the ongoing challenges posed by retail theft and the illegal drug trade."
ACC-OC represents the regional policy needs of Orange County cities, special districts, public agencies, universities, and businesses, serving up to 3.2 million residents. The organization remains committed to advocating for policies that enhance the safety and well-being of communities throughout the region.

City of Santa Ana
In the heart of south Santa Ana, a transformative project known as the South Coast Technology Center is in the works to breathe new life into the business landscape. This ambitious endeavor will see the conversion of three obsolete office buildings and an empty land plot into a cutting-edge industrial campus. With its approval from the City Council, the project reflects a forward-thinking approach to urban development and a commitment to staying ahead of the curve. Anticipated to fuel the local economy, the initiative is projected to create 687 permanent jobs and 555 temporary positions during its construction phase, with an expected annual boost of $256.1 million in the production of goods and services in Santa Ana.

SoCalGas has introduced the "Always Call 811" campaign to enhance public safety and prevent accidents related to underground utility lines. The campaign underscores the critical importance of calling 811 before beginning any digging or excavation projects. This free service, managed by the nonprofit 811 organization, helps homeowners and contractors identify and locate underground utility lines to avoid accidental damage.
By calling 811, individuals can request utility companies to mark the locations of their underground lines on their property. This precaution helps prevent dangerous and costly incidents such as gas leaks, service outages, and potential injuries that can result from striking utility lines during digging. The campaign aims to raise awareness about this essential safety step, stressing that it is a simple and crucial action to protect both people and infrastructure.
SoCalGas’s initiative seeks to educate the public on the risks of not calling 811 and to encourage responsible practices before any excavation activities. Through this campaign, SoCalGas hopes to foster a safer environment by reducing the likelihood of utility-related accidents and ensuring that everyone involved in construction or landscaping projects is aware of the necessary safety procedures.
City of Yorba Linda
The City of Yorba Linda’s new Citywide Traffic Study. This study aims to evaluate and improve traffic conditions across the city. It will assess current traffic patterns, identify problem areas, and propose solutions to enhance traffic flow and safety. The goal is to address issues such as congestion and ensure that the city's transportation infrastructure meets the needs of its residents effectively. The city is seeking public input and engagement throughout the process to ensure the study addresses community concerns and priorities.
City of Garden Grove
Garden Grove has opened a new K-9 Training Facility to enhance the skills of its police dogs and handlers. The state-of-the-art facility features specialized training areas for detection, obstacle courses, and tactical exercises. This investment aims to improve the effectiveness of K-9 units in drug detection, explosives handling, and search and rescue operations, ultimately boosting public safety and response capabilities in the community.
