On April 3rd, the City of Fountain Valley hosted a Town Hall on sober living and recovery homes, bringing together local leaders and experts to address this critical issue. Moderated by Fountain Valley Mayor Ted Bui, the event featured guest speakers Assembly Member Diane Dixon, Mission Viejo Mayor Pro Tem Wendy Bucknum, and Kris Murray, Executive Director of the Association of California Cities – Orange County (ACCOC), which now provides administrative services to the California Sober Living and Recovery Home Task Force (CASLAR). City staff also participated, offering insights into local efforts and policies. Held as a special session of the Fountain Valley City Council, the town hall provided a platform for discussion on vital reforms needed to ensure the health and welfare of the disabled living in sober living homes, reinforcing the city’s commitment to balancing community needs with recovery support services.


On Friday, March 28, the Association of California Cities-Orange County (ACC-OC) proudly partnered as an event host for the 3rd Annual Orange County Women in Leadership Summit, celebrating Women's History Month with the theme "Accelerating Effective Action." This sold-out event brought together influential female leaders to foster collaboration and drive meaningful change in the region.
The event was moderated by Nicole Suydam, Goodwill of Orange County CEO, and featured welcome remarks from Orange County Supervisor Vice Chair Katrina Foley and Southern California Edison VP of Local Public Affairs Karla Diaz Sayles. The keynote speaker, renowned communications consultant Gwen Hennessey, emphasized women’s unique ability and natural “super powers” to govern effectively in times of crisis, highlighting collaboration, communication, and empathy as key leadership qualities. Anaheim Councilwoman Natalie Rubalcava led a distinguished panel discussion with Morgan Carvajal, Appointments Secretary for the Office of Governor Newsom; Sue Parks, President & CEO of Orange County United Way; and ACC-OC Executive Director Kris Murray, exploring the challenges and opportunities facing women in leadership today.
The event reinforced the importance of strategic partnerships and actionable leadership, further empowering women to drive progress in Orange County and beyond.

South Coast Air Quality Management District (AQMD) has provided amended Rules (PARS) 1111 and 1121, which aim to reduce NOx emissions from natural-gas-fired furnaces and water heaters.
While these regulations could bring significant environmental changes, concerns remain about transparency, financial impacts on homeowners and businesses, public awareness, and the readiness of the electrical grid. A coalition of stakeholders urges AQMD to delay implementation until at least 2029 to allow for infrastructure improvements and cost mitigation.

Goodwill of Orange County is pleased to announce the appointment of Jesse Allen as the new Chief Operating Officer, Retail Division, effective today, April 1, 2025. Jesse will be succeeding Corrine Allen, who is retiring after an impressive 26-year tenure at Goodwill OC.
Jesse Allen brings a wealth of experience and a proven record of accomplishment in retail operations, real estate, and strategic leadership. With a Bachelor of Science in Finance, Real Estate & Law from California State Polytechnic University Pomona, Jesse has held several key positions throughout his career, including Chief Administrative Officer and Chief Real Estate Officer at 99 Cents Only Stores. His extensive background includes overseeing strategic planning and operational growth as well as managing real estate operations across multiple states.
In his new role at Goodwill OC, Jesse will be responsible for driving revenue to support the organization's mission through the management of the donation goods retail operation that now includes 30 retail stores and donation sites. He will lead real estate strategy, donation acquisition, retail sales performance, mission integration, omnichannel retail management, and customer service, ensuring the mission of Goodwill OC is integrated within every facet of the retail operation.

City of Los Alamitos
The City of Los Alamitos has initiated a comprehensive 20-year Senior Services Master Plan to improve services and infrastructure for older adults locally and regionally. With 14% of its residents aged 65 and older, the city recognizes the growing needs of its senior population and seeks to address them proactively.
City officials intend to collaborate with neighboring communities, including Cypress, Garden Grove, and Rossmoor, whose residents frequently utilize Los Alamitos' senior services. While not formal partnerships, these cooperative efforts aim to position Los Alamitos as a leader in age-friendly planning for North Orange County.

The OC Fellows Program is a two-year professional development program designed for recent college graduates working in Orange County (OC). Meet the Heat Regs: Understanding the New CalOSHA Rules (plus BONUS: Detect Kitchen Water Waste)

This class covers two different commercial kitchen challenges: high heat environments and the many kitchen water wasters that can be readily fixed. The first half explains the newly adopted CalOSHA Indoor Heat Illness regulations. These regulations are meant to protect kitchen workers, but they also apply to equipment service professionals who might be working in those kitchens. Learn the details of these new regulations, how to help operators lower kitchen temperatures, and how to come into compliance with these laws. Likewise, new California laws require that all water utilities follow strict conservation guidelines in both dry and wet years - which could impact water costs. The second half of the class provides training on how to spot and mitigate common water-wasting leaks and wasteful operating practices in kitchens and dishrooms.
To be presented:
Appraise an employee's indoor heat illness risk and communicate a plan to come into compliance with the CalOSHA Indoor Heat Illness regulations.
Explain how to reduce the ambient heat in a kitchen environment through equipment choice and ventilation optimization.
Employ corrective techniques to reduce water waste in commercial kitchens and dishrooms.

City of Yorba Linda
The City of Yorba Linda is excited to announce the return of Love Yorba Linda, a community-wide day of service, on Saturday, April 26. This event allows residents to engage in various beautification projects throughout the city, fostering community spirit and enhancing public spaces.
Volunteers of all ages are encouraged to participate in park clean-ups, landscaping, and other improvement projects. This initiative enhances the city's aesthetics and strengthens the bonds among residents through collective effort and service.

City of Irvine
The Cartwright Family Apartments, located at 17861 Cartwright Road in the heart of the Irvine Business Complex, will soon offer 60 affordable one-, two-, and three-bedroom apartment homes. The modern four-story residential building will feature contemporary architecture, with select units designated for veterans, developmentally disabled individuals, and permanent supportive housing.

This program provides technical and financial support to conserve priority coastal ecosystems. Through cooperative agreements with conservation partners and landowners, including state and Tribal agencies, the Coastal Program aims to restore and protect fish and wildlife habitats on both public and private lands.
