AB 448 Passes Unanimously through the California Legislature and is poised to become law in 2019!
The Association wants to thank all of our partners who helped make this possible. Special thanks to the ACC-OC Board of Directors, Assembly members Daly and Quirk-Silva, State Senators Nguyen, Moorlach, and Bates, Orange County CEO Frank Kim, and the OC Board of Supervisors. Because of your hard work, the Orange County Housing Finance Trust will help save lives and improve the quality of life for all Orange County residents.

Over the course of 2017 and 2018, ACC-OC worked in partnership with the County of Orange and others to develop an Orange County Housing Finance Trust (OCHFT). In May 2018, AB 448 was introduced by Assembly members Daly and Quirk-Silva. This legislation, co-authored by Senators Moorlach, Bates, and Nguyen, created a JPA that acts as a financial and funding vehicle for homelessness solutions – including but not limited to the planning and construction of permanent supportive housing. The OCHFT will have the ability to receive both public and private funding, bond against those funds, utilize tax credits, and service debt. It would not act as a regulator of land use, an owner or operator of housing units, or as a substitute for local control.
The OC Grand Jury recently released a report that explains the dire homelessness situation and suggests the creation of a regional, collaborative body that can maximize resources to meet the county’s needs. Read the Grand Jury’s report here.
In 2017, UCI in collaboration with Orange County United Way and Jamboree conducted a year-long study on the cost of homelessness to Orange County. The thorough and meticulously researched study goes a long way to dispel many of the misconceptions about the homeless population. It also demonstrates that the cost to taxpayers is nearly $300 million each year. Read this informative study here.
